If your ability to run is impaired by the cold proc, then so would your ability to jump. That the cold proc effects you when you're knocked down by something is a specific case of unintended simultaneous effects that the coders did not anticipate. The screen turns white because that's the closest you can get to simulating the effect of a flashbang.
