While replacing this with a different effect is always a possibility, the current effect does it's job of disorienting a player quite well, so it'd be much simpler for everyone to simply rectify the white-screen blindness. I'll also disagree with you that cold proc's effect slowing your air movement is lazy design, because most of the time you go into the air after a cold proc, you provided the impetus which propelled you into the air.
If your ability to run is impaired by the cold proc, then so would your ability to jump. That the cold proc effects you when you're knocked down by something is a specific case of unintended simultaneous effects that the coders did not anticipate. The screen turns white because that's the closest you can get to simulating the effect of a flashbang.
